JIPS – the Joint IDP Profiling Service is an inter-agency service which was set up in 2009 by and for nonprofit organizations to support durable solutions for internally displaced persons. Based in Geneva, JIPS is supervised by a Steering Committee comprised of the Danish Refugee Council (DRC), the Internal Displacement Monitoring Centre – Norwegian Refugee Council (NRC-IDMC), the International Organization for Migration (IOM), the Office of the Special Rapporteur on the Human Rights of IDPs, the United Nations High Commissioner for Refugees (UNHCR), the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA) and the United Nations Population Fund (UNFPA).
Platform for accessing and viewing results from profiling exercises
The JIPS Unit intended to refresh and evolve an existing web service. JIPS concentrates on supporting a culture of evidence-based decision making through collaborative data collection and information sharing. The data possessed by the service was presented in an old-fashioned way in the form of pdf files. Our main task was to design and develop a user friendly front-end as well as to come up with a brand new way of data presentation and analysis. The solution was meant to facilitate a comprehensive and holistic approach to the presentation and analysis of IDP situations.
The web service was built using agile methodology, and our collaboration was based on the three core principles set by the JIPS team: valuing individuals, fostering team spirit and personal communication (conducted via weekly video conferences). After gathering the requirements, Selleo created a technical specification and designed several layout proposals. The JIPS team were involved in the process from a very early stage of the product design process which allowed us to gather their feedback and react to their remarks throughout the design and implementation cycle. We collaboratively iterated through and refined the layouts to match the desired flow. We implemented the solution in successive iterations with ongoing testing and feedback from the client. After we had implemented the layouts we conducted internal tests and deployed the project to the production environment.
JIPS focuses on facilitating government, humanitarian and development actors to gather and analyse IDP-related data in a well-coordinated manner. Selleo re-designed and developed the client’s web service with a view to improve the processes of data collection and analysis, information systems management, and the provision of detailed reports. The web solution helps JIPS in responding to field requests for support with profiling.
